1. BACKGROUND
   Somaliland has made significant progress in peacebuilding, stability, community
   reconciliation and the development of democratic institutions. However, localized
   conflicts, displacement, drought, poverty, competition over scarce resources and other
   humanitarian pressures continue to create vulnerabilities in some communities.
   The Conflict Transformation through Community Building and Culture Promotion
   (CONF-TRANS) project was developed to strengthen sustainable peace and stability
   through community engagement, capacity building, conflict prevention, cultural
   mechanisms and development interventions. The original concept note identifies the
   importance of community awareness, capacity building for key community figures,
   consultation with affected communities and food-security interventions in post-conflict
   urban and rural areas.
   Traditional leaders and community elders have historically played an important role in
   Somaliland’s conflict prevention, mediation, reconciliation and peacebuilding processes.
   Accordingly, the emergency response component will combine humanitarian food
   assistance with peacebuilding and conflict-resolution capacity building,
   particularly among elders, Aqils, Suldans and other influential community figures.
   The DEUSOM Association and Daneeye Rehabilitation and Infrastructure
   Development Organization (DRID), Mogadishu Head Office, have entered into a
   Memorandum of Understanding (MoU) establishing a framework for strategic
   cooperation in addressing humanitarian, social, economic, environmental, and
   infrastructure development challenges in Somalia and Somaliland.
   About DEUSOM Association
   DEUSOM was established in Germany in 2013 with the mission of promoting
   development cooperation, integration, intercultural understanding, community
   participation, and support for the reconstruction and sustainable development of
   Somalia and Somaliland.
   The Association recognizes that sustainable development requires communities to
   participate actively in identifying their needs, developing appropriate solutions, and
   taking ownership of development interventions. DEUSOM therefore places particular
   emphasis on strengthening community self-help initiatives and supporting locally
   driven development.
   Its principal areas of engagement include:
    Supporting and strengthening community-based and self-help development initiatives;
    Mobilizing financial and technical resources for humanitarian and development projects;
    Financing, coordinating, and monitoring development interventions implemented with local partners;
    Promoting social participation, inclusion, integration, and intercultural cooperation;
    Supporting communities in addressing poverty, unemployment, drought, climate
   change, displacement, and inadequate access to essential services;
    Promoting education, skills development, entrepreneurship, employment, and
   income-generating opportunities;
    Supporting water security, food security, climate resilience, and community
   infrastructure; and
    Creating sustainable livelihood opportunities that contribute to long-term
   economic and social development.
   The original CONF-TRANS concept identifies food security as one of the development
   interventions to be promoted in post-conflict areas and identifies capacity building, food
   distribution, consultation and monitoring as key project activities. Focal Point Person is
   Diector of Planning of Ministry of Interior and Security.

2.PURPOSE OF THE TOR
The purpose of this TOR is to establish a clear operational framework for implementing
an integrated peacebuilding, conflict-resolution and emergency food-security
response program in Somaliland.
The program will:

1. Provide emergency food assistance to vulnerable and conflict-affected
   households.
2. Strengthen the capacity of traditional and community leaders to prevent and
   resolve conflicts.
3. Support reconciliation and dialogue in conflict-affected communities.
4. Strengthen community resilience and social cohesion.
5. Link emergency food assistance with peacebuilding and conflict-transformation
   activities.
6. Support government and community institutions in responding to urgent
   humanitarian and peacebuilding needs.
7. Generate lessons and evidence on the relationship between humanitarian
   assistance and conflict stabilization.

3.OVERALL OBJECTIVE
The overall objective is to contribute to sustainable peace, conflict prevention,
social cohesion and community resilience in Somaliland through integrated
peacebuilding, community capacity building and emergency food-security
assistance.
This is consistent with the CONF-TRANS project’s broader objective of achieving
sustainable peace and stability and strengthening community understanding of peaceful
conflict resolution, rule of law and community participation

Expressions of Interest (EOIs) must be submitted electronically to the above email

procurement notice. Any extension of the submission deadline will be announced
through the official procurement advertisement on the SomaliJobs website.
