1. About ActionAid International Somaliland
Action Aid International Somaliland (AAIS) is part of global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for global Justice’ that ensures coherence, aligning with the poor and excluded people, re-asserting women’s rights, strengthening accountability, and building resilience against shocks & hazards.
Action Aid started working in Somalia in 1983, in response to refugee crisis at the time and temporarily closed its office in 1990 during the armed conflict and deteriorating security elsewhere. In June 1992, ActionAid re-opened the office in Erigavo, Sanaag region of Somaliland and expanded to Togdheer region in 1998, and further expanded to Moradijeh region in 2006. In 2005, AAIS opened sub-office in Garowe, Puntland in response to tsunami disaster which hit 720 km along the Indian Ocean and scaled out its program to Bari region of Puntland and Marodijeh region of Somaliland.
3.0 Overview of Requirements
3.1 Supply Specification
ActionAid International invites prospective suppliers/Companies to submit tenders for supply of transportation services as shown in the below table.

6.1 Procurement Process
This competition is being conducted under ActionAid International Somaliland Tender Procedure.
The Contracting Authority for this procurement is ActionAid International Somaliland
7.0 Conditions of Tender Submission
1. Tenders must be completed in English.
2. Tenders must respond to all requirements set out in this ITT and complete their offer in a detailed and understandable way.
3. Failure to submit tenders in the required format will, in almost all circumstances, result in the rejection of the tender.
4. Failure to resubmit a correctly formatted tender within 5 (five) working days of such a request will result in disqualification.
5. Tenderers must disclose all relevant information to ensure that all tenders are fairly and legally evaluated. Additionally, tenderers must provide details of any implications they know or believe their response will have on the successful operation of the contract or on the normal day-to-day operations with AAIS.
6. Any attempt to withhold any information that the tenderer knows to be relevant or to mislead AAIS and/or its evaluation team in any way will result in the disqualification of the tender.
7. Tenders must detail all costs identified in this ITT. Additionally, tenders must detail any other costs whatsoever that could be incurred.

9.0 Essential Criteria
Minimum mandatory requirements of specifications or contract performance.
1. Company Profile
2. Evidence of origin of vehicles
3. Must meet the essential specifications laid on section 3.1
4. Valid license
5. Bank statement for last two years
6. Authorization Letter from Minister of Transport and Road Development
7. Tax Clearance
8. Must be able to deliver this service for all regions in Somaliland i.e. should have vehicles that operate within all districts in Somaliland.
9. The bidder should not quote a fixed rate for the whole of Somaliland but rather quote the prices per region and travel days among regions.

References At least three (3) relevant references who may be contacted on a confidential basis to verify satisfactory execution of contracts service must be delivered. These references may not be AAIS personnel or related to AAIS contract. Respondents should supply this information for each of the references in the following format.
