PRE-QUALIFICATION OF SUPPLIERS/CONTRACTORS FOR PROVISION OF GOODS, WORKS AND SERVICES FOR THE PERIOD 2025 TO 2026.

ADO is the leading NGO in Somalia/Somaliland, established in 1993, and implements crop, livestock, fodder, and fish production projects supporting the poor households impacted by climate change-associated shocks. Furthermore, ADO has provided resilient livelihood opportunities, climate change adaptation, and mitigation for rural communities through SMART agriculture programming and dryland farming and empowered women while creating a women-owned small business that generated huge incomes through self-help groups. Further, the ADO implements emergency and recovery programs to build the resilience of rural communities through conditional and unconditional cash and input support. 

The ADO specializes in food security, WASH, environmental conservation, resilience, emergency, rural education, agriculture extension, and research programs; and has reached 1.2 million people across Somalia over the past seven years. ADO has its Head Office in Hargeisa. Besides, regional branch offices in Burao, Borama, and Erigavo. Furthermore, the ADO is in the Somali Ethiopia Region, South-central and Southern Somalia. Moreover, ADO is an active member of the main local umbrella groups: NAFIS Network, NAGAAD, SOLPAF, Somali NGO Consortium, and SONSEF.  

ADO Program intends to prequalify eligible suppliers and contractors to provide various goods, works and services required for the implementation of the humanitarian interventions in Somaliland during the period 2025 to 2026.

The Applications must satisfy the following conditions among the minimum criteria for evaluation by being accompanied by the following documentation:

  • Very Brief Company Profile (not more than 5 pages.

  • Company’s Supply Experience with (1) ADO or (2) Other Similar international NGOs. Provide a listed table indicating LPOs/ Contracts – Goods/Services/Works Supplied – Dates – Values of LPOs/Contracts. (This list may be in your Profile)

  • Registration certificates from the respective Authorities e.g.:- Trading Licenses.

  • Tax Compliance Certificate

  • Six-months certified bank statements.

  • Copy of Passport/ID of Owner/ 2 directors

  • Telephone and Email Contact of the Supplier/Company (Must)

  • Suppliers are not allowed to apply for more than one category. If the supplier is applying for more than one category, the goods/services should be within their scope of work. 

  • Suppliers whose services and goods do not fall in the category they have applied for, will be disqualified.

  • Please note that email submission will not be considered.       

  • The tenders will be opened thereafter by the Procurement Committee. 

  • This prequalification does not amount to any contractual obligation on the part of ADO and ADO is not obliged to invite any quotations from any of the candidates who have expressed their interest by responding to this invitation. 

  • ADO has the right to invite quotations for goods, works and services in any of the categories as and when required.

Completed Pre-qualification documents in plain sealed envelopes MUST indicate the Category Number. And Item Description and clearly marked “Pre-qualification of Suppliers-2025/2026 and should be deposited in the “Prequalification Tender Box” at the ADO Offices.

The closing date for the submission of applications will be 02th September 2025, at 2:00 p.m. Tenders received after the deadline will be rejected.   

ADO Somaliland reserves the right to accept or reject any application wholly or partly without assigning any reason thereof.
