1. The Government of Somaliland (GSL) has received financing from the World Bank toward the cost of implementing the **“Somali Water for Rural Resilience Project (Barwaaqo)”** and intends to apply part of the proceeds toward payments under the **“Construction of Hafir and Sand Dams in Bali-Jilaal, Burdi, Geed-Abeera, Kal-dhadhaab and Daray-Godle, Somaliland (5 LOTs)”.** For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.  

2. The Ministry of Planning and National Development of Somaliland now invites sealed bids from eligible bidders for the **“Construction of Hafir and Sand Dams in Bali-jilaal, Burdi, Geed-Abeera, Kal-dhadhaab and Daray-Godle, Somaliland (5 LOTs)**” as below:

How to apply

  1. Bids will be evaluated Lot wise. The contract(s) will be awarded to the Bidder offering the lowest evaluated cost to the Employer for the respective Lot, subject to the selected Bidder meeting the required qualification criteria as the case may be. Bidders can apply for one or more Lots. However, the lowest evaluated responsive bidder may be awarded a maximum of two lots. The Employer reserves the right to determine which lots will be awarded, considering the geographic proximity of the sites.
  2. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations,
  3. Interested eligible Bidders may obtain further information from the Ministry of Planning and National Development, Hargeisa, Somaliland through email: [email protected]  and copy to: [email protected] , Somaliland, and inspect the bidding documents during office hours 09:00 to 16:00 hours, Hargeisa , Somaliland local time, from Saturday to Thursday, exclusive of public holidays, at the address given below.

The bidding documents in English may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below. The Bidding document consists of: Request for Bid (RFB) including the following Annexes (which are attached separately with the RFB document for each of the lots):

  1. Annex A: Bill of Quantities (BOQs)
  2. Annex B: Scope of Work and Technical Specifications
  3. Annex C: Environmental and Social Management Plan (ESMP)
  4. Annex D: Drawings/ Designs
  5. Bids must be delivered to the address below on or before 11:30 A.MHargeisa, SomalilandSomaliland time on Wednesday, 7th October, 2026. Electronic Bidding will not be permittedLate Bids will be rejected.   6. All Bids must be accompanied by a Bid-Securing Declaration in the format included in Section IV, Bidding Forms.
  7. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
