Office/Unit/Project Description

The United Nations Development Programme (UNDP) is the knowledge frontier organization for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programme work carried out at HQ, Regional and Country Office (CO) levels, form a contiguous spectrum of deep, local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The UNDP Tax for SDGs Initiative is managed by the Bureau for Policy and Programme Support (BPPS’s) Sustainable Finance Hub (SFH), with resource persons embedded in the SDG Finance Teams in Amman, Bangkok, Istanbul, Panama and Pretoria.

The UNDP Tax for SDGs Initiative has a particular emphasis on linking tax administration and tax and fiscal policies with the broader SDGs. Building on UNDP Country Office portfolios and already existing engagements with Ministries, UNDP will bring a stronger focus on the role of tax and fiscal policy in achieving Agenda 2030. The project places a particular focus on reducing gender and social inequalities in tax and fiscal policy as well as taking forward climate action and environmental goals, and health outcomes. Representing the views of developing countries in the global normative tax discussions is critical and to this effect the UNDP Tax and TIWB will also work to bring evidence and perspectives from developing countries into the regional and international discussions on taxation.

 

Institutional Arrangement

  1. The Technical Specialist – Digitalization of Tax Administrations will report to the Head of Tax for SDGs Initiative.
  2. Throughout the project, collaboration and coordination with the rest of the UNDP Tax team will be required.


Duties and Responsibilities

Scope of Work

UNDP’s Bureau for Policy and Programme Support (BPPS) is seeking a Technical Specialist – Digitalization of Tax Administrations to take the primary technology leadership role for the digitalization component in the UNDP Tax for SDGs Initiative, incl. from UNDP-side in TIWB. The project places a particular focus on better utilization of digital technology solutions in tax administration processes to support better domestic revenue mobilization (DRM). This work will also include promoting forensic labs through digitalization and leveraging advances in artificial intelligence. The work will also help with sharing of good practices and perspectives from developing and developed countries in the use of ICT for tax administration at national, regional and international levels.

1) Specific Programmatic Support

  1. Develop a comprehensive support plan for developing countries that incorporates specific initiatives for better utilization of digital technology solutions in the tax administration processes to support better domestic revenue mobilization (DRM), piloting of forensic labs and leveraging advances in artificial intelligence.
  2. Manage from the UNDP side the diagnostic assessments supported by joint OECD-UNDP TIWB project, create a framework to capture the results thereof and document lessons for the future in a formal guidance note on improvement of digitization of tax administrations.
  3. Liaise with counterparts within the UNCDF programme to apply any appropriate solutions from the digital public goods alliance (DPGA) in achieving tax administration automation goals in developing countries. Further, work with UNCDF partners to investigate applicable open-source technologies and distributed systems for tax administrations in developing countries.
  4. Advise senior level managers in national tax administrations to help align and enhance business processes for more optimal utilization of ICT investments made.
  5. Provide technical assistance to countries in peer review and implementation of their digitalization strategies, where applicable.
  6. Facilitate national tax administrations’ (NTAs) linkage with development partners for the possible provision of digital products for cloud storage facility.

2) Policy and Technical

  1. Lead the development of model automation requirements document for tax administrations based on current good practices.
  2. Organize and coordinate meetings, workshops, missions, conferences and side events to strengthen strategic engagement with UN system partners and other stakeholders on the use of ICT in DRM.
  3. Lead the development of concept note on digitalization of tax administrations. 
  4. Provide TA (Technical Advisory) to NTAs to support them in leveraging advances in artificial intelligence and in case selection and strategic data analysis, based on tax digitalization roadmap.

3) Knowledge Management

  1. Conduct analyses of tax/ public finance related ICT projects supported by UNDP to identify best practices.
  2. Engage with and capture knowledge from major technology vendors on emerging technologies that can support DRM, including the use of AI for tax administration.
  3. Develop a guide for senior management of tax administrations of developing countries on the application of ICT in strategy formulation, business planning, and operational management in tax administration.

4) Communications and Outreach

  1. Coordinate planning, administration and logistics in sharing good practice with other countries, including the viability of ICT strategic design and implementation/integration frameworks.
  2. Organize virtual and in-person meetings of responsible ICT staff in tax administrations in developing countries to share good practices, documents and application roadmaps developed under the Tax for SDGs Initiative’s Concept Note on Digitalization of Tax Administrations.
  3. Any additional task as assigned by the Head of Tax for SDGs Initiative.
