Background

Based on UNDP’s new Country Program Document (CPD 2020-2025) and guidance received from the Ministry of Finance, UNDP has embarked on providing targeted and direct interventions in the three regions of Amhara, Oromia and Somali, selected on the basis of socio-economic profiles, size and geographical diversity, levels of vulnerability, among other considerations. The selected regions also present complex humanitarian, development and peacebuilding needs as well as urgent institutional capacity gaps requiring a comprehensive UNDP portfolio wide approach at regional level and further targeting of pilot areas within the Regions for an area-based programming approach that will maximize impact and sustainability. UNDP’s engagement at regional level further aims to strengthen the capacities of regional state governments to plan and deliver quality services in a transparent and accountable manner. UNDP’s support is crucial in the implementation of the National Development Plans and in advancing Ethiopia’s efforts to realize the Sustainable Development Goals (SDGs) and Agenda 2063.

The purpose of UNDP’s overall engagement in the regions is therefore, to enhance collaboration and partnership with Regional Governments to contribute to the structural changes required to ensure that social services, livelihoods, jobs, and the rule of law & democratic governance practices are sustained in a more accountable, inclusive and responsive way without leaving anyone behind. UNDP is committed to providing direct support to the Somali region with the purpose of enhancing the region’s capacity to plan, implement, and monitor development programmes towards achieving SDGs. The support areas will encompass a broad spectrum of development interventions including governance capacity building, access to justice and rule of law, conflict prevention and peacebuilding, jobs creation and livelihood improvements, resilience building and women empowerment.

The Initiative will focus on: (i) enhancing the governance capacity including promoting justice, rule of law & human rights, peace and security, improving public service delivery, and strengthening local revenue generation capacity; (ii) enhancing the capacity of regional bureaus on gender mainstreaming and accountability, (iii) promoting the livelihood of people affected by drought targeting women and youth as well as internally displaced persons (IDPs), (iv) strengthening capacities of regional institutions around climate change mitigation and adaptation and resilience building; and  (v) provide support to regional institutions to formulate a Multi-Year Resilience Building Strategy. In the medium to long-term (2-3 years), support will be targeted towards promoting social cohesion and peacebuilding and other livelihood improvement initiatives through diversified income generating activities and by promoting environmental sustainability, thus bringing the Region to a developmental trajectory. Given the resource limitations especially in the immediate term, the initiative is limited in scope, focusing mainly on building the capacity of regional institutions/sector bureaus, and targeting the most vulnerable segments of the population such as women, older persons, people with disabilities, youth, and internally displaced people.

The purpose of the Logistics and Liaison Assistant is to ensure a coordination and management of logistical arrangements for UNDP Regional Engagements in Somali Regional State in liaison with the Somali Regional State Bureau of Finance and in line with UNDP AWP and relevant projects in the region.

The Logistics Liaison Associate will report on a day-to-day basis to the Regional Programme Coordinator based in Jigjiga and with overall oversight from the Team Leader – Climate Resilient and Environmental Sustainability Unit.

The job holder will work with other programme team members to develop and service efeective working relationships with key government and other partners/counterparts in the Somali Regional State. The Logistics and Liaison Associate is responsible to ensure logistical and operational support to all UNDP engagements in the region including regional meetings, movements, etc. S/he will need to have an inpdeth understanding of all projects operational within the  Somali Regional State. S/he supports the development of strategic relations with key actors (including UN and civil society) for UNDP in the region.

Duties and Responsibilities

In order to boost the technical capacity of the Bureau for Finance to Cordinate the implementation of the Regional Programme, UNDP is looking for succesful applicant having qualified credentials to carry out the following duties and responsibilities.

Liaise and coordinate with relevant regional, zonal, and woreda authorities and institutions:

  • Support the UNDP Projects and Programmes teams in Somali Region to develop and mainatain collaborative relationships with government and community representatives and provides them with regular information about UNDP’s strategic engagement in the region;
  • Identify, analyze, monitor and report on logistic and other relevant developments in the emerging issues in the region
  • Provide logistical and backup support to the programme teams in Ethiopia Somali Region to network and collaborate with Regional Authorities particularly the key line Bureaus such as Bureau of Finance, Bureau of Planning, Bureau of Livestock and Pastoral Development, Bureau of Agriculture, Bureau of Water; Environment Protection & Land Use Administration Bureau, etc.
  • Mainstain and update a database with all contacts from different government representatives, UN agencies, NGOs, CSOs and other key stakeholders relevant to UNDP projects and programmes;
  • Network, build and maintain strong working relations with the Government and development partners

Logistocal and operational support and guidance to UNDP projects and programmes in Somali Region:

  • Act as logistical and back up support contact person to the UNDP projects and programmes in Somali Region.
  • Assist the Regional Programme Coordinator in relation with admin, logistics and office assistant;
  • Manage protocols and logistical support for visitors on UNDP missions in Somali Region;

Partnerships and Coordination:

  • Facilitate information flow to government partners to enable them to participate in UNDP’s proggramme and projects planning and review processes;
  • Disseminate information and ensure that the regional government representatives effevtively participate in planning, design, implementation, monitoring and evlation of all development activities;
  • Travel as required, in support of the UNDP’s programmes, mandated tasks and partnetships within the region.

Skills and qualifications

Min. Education requirements:

  • Secondary  education  is  required;  or Bachelor degree in Management, Public and Business Administration Development or related area is desirable;

Min. years of relevant work experience:

  • A minimum of 6 years (three years with Bachelors Degree) relevant professional working experience in the Somali Region;

Required  skills:

  • Proven ability to coordinate, work and establish working relationship with multiple stakeholders (government, UN agencies, NGIOs, private sector, CSOs, etc)
  • Good knowledge about UN/UNDP rules and proecures in highly desirable
  • Previous working experience in the UN or other international organizations is an advantage, as well as established networks and familiarity with the Ethiopia Somali Regional State;
  • Demonstrated ability and experience in assets and fleet management in the UN context;
  • Good organizational skills, with strong experience in organizing and facilitating multi-stakeholder meetings and workshops;
  • Excellent inter-personal and team building skills
  • Experience in protocol and guest handling 
  • A valid driving permit license a must and proven experience in professional driving with the UN or international organization 

Required Language(s):

  • Excellent verbal and written communication skills in English, Somali, Amharic languagues
