Job Location: Mogadishu, Somalia (with possibility of frequent travel to field locations).

Salary range Competitive,  based  on  the  organization’s  salary  scale  and  dependent  on experience and qualifications.

Direct reports: Project  Managers,  Project  Coordinators  and  other  relevant  program  staff depending on the existing organogram.

SHACDO has been implementing, and still implements, projects  in Health,  Nutrition, Food Security  &  Livelihoods,agricultural extension, WASH, Protection and S/NFIs.

Targeting the  most hard to  reach areas, SHACDO implements life-saving anddevelopmental programs supporting the most vulnerable people in the communities.

Job Summary:

The Program Manager will lead, oversee, and coordinate the effective planning, execution, and evaluation of SHACDO’s programs and projects. The role involves providing strategic direction, ensuring timely delivery of project outputs, managing budgets  and  resources  efficiently,  and  building  strong  relationships  with stakeholders, donors, and partners. Being a member of the SMT, the Program

Manager will work closely with the Executive Director and other members of the senior management team (SMT) to align program goals with SHACDO’s mission and ensure high-quality, impactful interventions.

 

The primary responsibilities of the Program

Specifically, the Program Manager will be responsible for, but not limited to, the following responsibilities:

  Provide  overall  leadership  in  planning,  coordinating,  and  directing  the

development and successful implementation of all programs and projects from inception to closure, ensuring alignment with SHACDO’s mission and strategic objectives.

  Define and agree on project scope, goals, and deliverables in close consultation with senior management, donors, and key stakeholders, ensuring that they are realistic,  measurable,  and  achievable  within  the  allocated  resources  and timelines.

  Design comprehensive project plans that outline activities, schedules, milestones, and  outputs,  and  prepare  supporting  communication  documents  to  guide implementation and stakeholder engagement.

       
Communicate project expectations effectively to team members, management, partners, and other stakeholders, using timely, clear, and culturally appropriate channels.

 

        Liaise regularly with project stakeholders including government agencies, donor representatives, community leaders, and partner organizations to ensure project alignment and address emerging challenges or changes.

 

        Plan all human, financial, and material resources required to achieve program goals, ensuring efficient and responsible allocation.

 

        Prepare and manage project budgets in compliance with donor and organizational requirements, monitor expenditure, and recommend budget revisions when necessary.

 

        Oversee recruitment and onboarding of additional staff and/or consultants as required during the project lifecycle, ensuring they meet SHACDO’s standards and donor requirements.

 

        Set clear project expectations with all team members, delegate responsibilities appropriately, and ensure accountability through regular supervision, feedback, and performance management.

 

        Identify and address conflicts or challenges within the team promptly and manage project dependencies and critical pathways to avoid delays.

 

        Plan, schedule, and monitor project timelines and milestones using appropriate project management tools to ensure timely delivery.

 

        Develop and submit high-quality reports including progress updates, technical documentation, requirements analyses, and presentations to stakeholders and donors.

 

        Provide leadership and input in program development through the preparation of donor proposals, concept notes, and feasibility studies aimed at program expansion and enhancement

 

        Monitor project progress against objectives, troubleshoot problem areas, and proactively manage risks, scope changes, and potential crises with timely contingency planning.

 

        Define and communicate clear project success criteria to all relevant parties and track achievements throughout the project lifecycle.

 

        Ensure staff capacity enhancement through coaching, mentoring, and inspiring project teams to maintain high performance, professionalism, and a results-oriented work culture.

 

        Cultivate and strengthen partnerships with donors, government institutions, NGOs, community leaders, and other actors to maximize the impact and sustainability of SHACDO’s interventions.

 

        Actively engage in field operations, incorporating security measures ensure the timely and successful delivery of planned outputs.

Conduct  project  completion  reviews  to  evaluate  successes,  challenges,  and

lessons learned, producing recommendations for future programming.

Promote  and institutionalize best practices and innovative  tools for  project execution, monitoring, and evaluation to enhance efficiency and quality across

SHACDO’s portfolio.

  As a member of the SMT, carry out any other duties assigned as per need.

 

Skills and qualifications

Qualifications, Knowledge & Experience

Bachelor’s  degree  in  Development  Studies,  Project  Management,  Social

Sciences, or related field. Master’s degree in relevant discipline is added

value and preferred.

Minimum  of  7  years’  progressive  experience  in  program  or  project

management within the humanitarian or development sector.

Proven experience in leading multi-sectoral projects in hard-to-reach areas

and managing diverse large teams.

Strong skills in budgeting, resource allocation, and reporting.

Excellent communication, negotiation, and interpersonal skills.

Demonstrated leadership and problem-solving abilities.

Ability  to  work  under  pressure  and  meet  tight  deadlines  with  minimum

supervision

Knowledge of humanitarian principles, Core Humanitarian Standards (CHS),

donor compliance, and monitoring & evaluation frameworks.

Proficiency in English (both spoken and written) and Somali language as a

mother tongue.
