Job description
TERMS OF REFERENCE
FOR
Consultancy to Review and Update CSOs Strategic Plans, Contingency plans, and Organizational Systems
1. Background:
SYS-Burao is a local, youth-led, non-governmental, non-profit making, developmental organization dedicated to improve the quality of life for the Somaliland youth communities through the provision of enhancing Livelihoods, youth self-employment opportunities and access to decent work for urban Youth by stablishing innovative youth agro-business and entrepreneurships, technical vocational skills (TVET) for income generation, Non-formal education, recreational/sports activities. Health and nutrition programs through community health and adolescence reproductive health. Community mobilization and awareness raising on community based services to change their lives. Hence, SYS involveshuman right, child protection and election activities, conflict resolution and reconciliation activities. Food security, water and sanitation, capacity building, and other cross cutting issues gender-based violence (GBV), FGM prevention and mitigation work. Also SYS takes part humanitarianinterventions during emergencies are carried out as need arises. The establishment of SYS years back to 2001 and even since the organization has been working in above sectors and its interventions reaching the under-served youth and women populations with large number projects and programs. SYS operates across the entire six regions of Somaliland with particular focused on the eastern regions of the country (Togdheer, Sool, Sahel and Sanaag regions) with ongoing projects and sustainable efforts. Aimed at improving Living standard conditions of the target communities.
SYS will review and update its strategic and contingency plans, as well as its organizational systems. The goal is to review its vision and mission, existing programs, and strategic priorities, and to develop goals, objectives, and strategies to guide program implementation over the next five years.
SYS is looking for a technical expert to help develop the strategic plan, contingency plans, and organizational systems framework, as well as lead the strategic planning process. The goal is to evaluate SYS's current programs and define the organization's future direction and priorities. In order to develop the final strategic planning, contingency plans, and organizational system document, the consultant will conduct a desk review of the external context, become acquainted with SYS existing programs, and consult with staff members and other stakeholders.
2. Objectives:
The overall objective of the technical expert is to support SYS in defining the future direction, strategy, and priorities of the organization's programs, as well as in achieving its mandate by evaluating and revising its programmatic strategy, management systems, and organizational policies/capabilities. Also, to improve CSOs' organizational advocacy strategies and capacities to effectively advocate for inclusive disaster management and bring about structural and long-term changes in communities, local governments, and central government institutions.
2.1 Specific Objectives:
The specific objective of this consultancy is:
• Review the current strategic plan, contingency plan, and organizational systems to identify areas of weakness and develop comprehensive plans.• Assess the current organizational structure and functions and propose a fit-for-purpose organizational structure with a distinct complementary roles management model.• Evaluate current institutional capacities, policies, and systems to identify areas of weakness and organizational development milestones that are clear and attainable.• Develop organizational advocacy strategies and capacities to effectively advocate for inclusive disaster management
3. Scope of Work:• Familiarization with SYS and its existing programs, including review of organizational documents and meetings with key personnel.• Examine SYS's existing vision, mission, and strategic objectives in relation to its overall mandate to determine strategic alignment.• Examine current Disaster Risk Management (DRM) sector policies and regulations to see if they support SYS's mandate.• Examine the organizational functions and operations to identify any gaps.• Examine the organization's current operations and performance in relation to its organizational strengths, challenges, opportunities, and threats (SCOT Analysis).• Based on the mission, strategic objectives, and SCOT analysis, recommend the organization's most appropriate operational model(s).• Establishment of an organizational performance framework that identifies key outputs and outcomes, performance indicators, and targets.• improve CSO’s organizational advocacy strategies and capacities to effectively advocate for inclusive disaster management• Create a comprehensive Strategic Review Report outlining the assessment's findings and recommendations for the best solution to achieve the Organization's key humanitarian and development goals.
4. Deliverables:• Inception Report• Strategic planning, contingency plan and organizational system framework• Final Advocacy plan • Implementation action plan • Final strategic plan5. SYS’S RESPONSIBILITIES
SYS will provide the following:
✓ The required logistical support during the assignment including, printing materials, office premises, and personnel support during the data collection and assessment of the organization if needed. ✓ Pay consultant fees at a mutually agreed rate with no extra perdiemfor accommodation allowances during the work. ✓ The SYS management team members shall support the consultant during the data examine and review, staff trainings and organization of the strategic plan workshops. 6. DURATION OF THE CONSULTANCY
It is anticipated that the assessment and services will take 45 days from the date of signing the Contract. The assignment will start on after 15th November 2022 to December 31st 2022.
Skills and qualifications
SKILLS AND QUALIFICATIONS OF THE CONSULTANT
We are looking for a consultant with the following skills and qualifications:
• University degree minimum Master’s Degree in Social science
• Proven track record in conducting organizational development particularly System and Strategic plan development on CSOs, NGOs and INGOs as well.
• Minimum 7-8 years’ experience in strategic and an organizational system development
• Truck records of the previous consultant services on similar work
• Submit Update CVs with Technical and financial proposal with detailed work plan
• Availability to undertake the assignment in November and December, 2022.
• Familiar with Somali culture and values
