Introduction

Country: Djibouti

The assignment consists of supporting the Terminal Evaluation (TE) of the UNDP-supported and GEF-financed project “Djibouti National Child Project – Africa Minigrids Program (AMP)” (PIMS 6327), which aims to expand access to clean, reliable, and affordable energy in rural and underserved areas through the deployment of solar mini-grid solutions. Conducted at the final stage of the project, this evaluation seeks to provide an independent, evidence-based assessment of the project’s overall performance, results, and contribution to national priorities in energy transition and rural electrification.

Within this framework, the consultant will contribute to a comprehensive analysis of the project’s relevance, effectiveness, efficiency, sustainability, and impact, while also assessing the extent to which cross-cutting issues such as gender equality, inclusion of vulnerable groups (LNOB, persons with disabilities), and environmental and social safeguards have been adequately integrated throughout the project cycle. The assignment requires a thorough review of project documentation, including strategic, technical, and financial reports, as well as active engagement with a wide range of stakeholders, including government institutions, implementing partners, private sector actors, financial institutions, and beneficiary communities.

A key component of the assignment involves participation in field missions to the pilot sites of Yoboki and Dorra, where the consultant will support data collection, stakeholder consultations, and direct observation of project interventions. Using a combination of qualitative and quantitative methods, the consultant will help ensure that the evaluation findings are credible, robust, and grounded in field evidence. The assignment will be carried out through a participatory and consultative approach, in line with UNDP and GEF evaluation standards.

Skills and qualifications

The consultant will also contribute to the preparation of key deliverables, including the inception report, draft evaluation report, and final report, ensuring that all outputs are analytically sound, well-structured, and aligned with evaluation requirements. Ultimately, the assignment aims to generate practical and actionable recommendations, lessons learned, and strategic insights to support decision-making, enhance accountability, and inform the design and implementation of future energy access and climate-related interventions in Djibouti and across the region.
