To support the Government’s efforts and in line with the principles and targets of the Convention on Rights of Persons with Disabilities (CRPD), Sustainable Development Goals (SDGs), National Development Plan-9 (NDP9) and the Charter of the United Nations, UNDP Somalia is jointly undertaking a number of initiatives toward greater meaningful inclusion for persons with disabilities.
- Jointly with UN Women, UNDP partners with the key government partners to implement the initiation plan activities for persons with disabilities. These are aimed at addressing the discriminatory practices and barriers to development faced by persons with disabilities and empowering them to be actively involved in decision-making processes about policies and programmes, including those directly concerning them. The project shall build on previous support which was provided through the Joint Programme on Human Rights (in partnership with UNSOM, UNDP and UNICEF) and Disability Rights PIP in 2021 which was implemented with UNWOMEN and UNDP and also the initiatives undertaken with the government insittuions in Somalia and Somaliland. The main outputs of this current project contribute to the goal of Improved quality of life of PWD, through interventions and advocacy for changed attitudes and behaviour of rights holders and duty bearers, which will result in reduced stigma and discrimination against people living with disabilities especially women and girls with disabilities.
- Jointly with ILO and OHCHR, and funded by the UN Partnership on the Rights of Persons with Disabilities (UNPRPD), UNDP is seeking to strengthen the participation of persons with disabilities in national and local climate/environment decision-making. Through a series of activities and guidance notes – on how to mainstream disability inclusion in NDCs and NAPs; how to integrate an intersectional approach; and how to ensure disability inclusion in a just green transition – the project aims to further improve the disability inclusiveness of Somalia’s climate actions, and in turn, further the global evidence base how to strengthen the climate resilience of persons with disabilities.
For the rolling out of the two interconnected projects and the implementation processes, UNDP Rule of Law Portfolio is committed to recruit a Disability Inclusion Specialist for 12 months. The Project Manager and Disability Inclusion Specialist will report to the Head of Area office, Hargeisa and also to the ROL and Security Portfolio Manager on a dual reporting matrix. The Project Manager and Disability Inclusion Specialist will support planning processes, desk reviews, capacity building, and the formulation of legal documents. The incumbent will be expected to work with government, UN Agencies working on disability rights, UNSOM, civil society organizations, organisations of persons with disabilities, and other international partners on a regular basis.
Institutional Arrangement
The Project Manager and Disability Inclusion Specialist will report to the Head of Area office in Hargeisa and also to the ROL and Security Portfolio Manager on a dual reporting matrix. (Attached is the Organigram).
Duties and Responsibilities
Provide policy and programmatic support on disability inclusion.
- Working with Government institutions in Somalia and Somaliland, support in the provision of high-quality advice on disability inclusion.
- Prepare written contributions and knowledge products for various purposes, i.e. case studies, desk reviews, speeches, briefings notes and related products for wider dissemination, as needed.
- Support resource mobilization in the area of disability inclusion by developing funding proposals and other documents, where appropriate.
- Conduct research, analysis, and any data collection of global, regional and national trends, as appropriate
Promote partnership and collaborations with UN entities and other relevant stakeholders
- Liaise with internal and external stakeholders, such as other UN entities, relevant government ministries, CSOs, organisations of persons with disabilities, Innovation Hubs, Universities and development partners, and donors, engage and support initiatives such as conference , Innovation camps, Hackathons and workshops which are undertaken in support of the Disability Rights Bill, Disability Rights Roadmap, International Day of Persons with Disabilities, improving the living conditions of PWDs etc.
- Contribute to knowledge sharing across UN agencies, as well as with internal and external key stakeholders.
- Prepare proposals and concept notes to mobilize resources.
- Prepare presentations for donor briefings and meetings

Project Management
- Manage the delivery of inputs and outputs in line with both projects’ approved annual work plans in the context of activities, ensuring proper monitoring and evaluation of the project;
- Facilitating day-to-day management of the activities, covering all phases of the projects and adhering to the Project Initiation Plans and annual work plans, including liaising with joint project steering committees etc;
- Ensure that the resources which are allocated in the projects are used in a balanced way that confirms the application of the Human Rights Based Approach;
- Work with government officials, NGOs and UNDP area-offices and serve as a liaison of issues related to disability rights;
- Engage with relevant and selected CSO’s and NGOs, for the implementation of the projects’ activities.
- Ensure that all stakeholders are equipped with knowledge and skills to fully adhere to the issues on disability rights.
- Work with other portfolios to identify entry points to expand disability rights issues across the work of the UNDP.
- Work closely with gender advisor and UNWOMEN to address disability rights issues for women.

Required Skills and Experience
Education:
- Advanced University Degree (Master's degree or equivalent) in social policy, public policy, politics, economics, development studies, human rights law, disability studies, project management, psychology, sociology or a related area is required.
- A first- level university degree (bachelor’s degree) in combination with an additionak two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 5 years’ (with master’s degree) or 7 years (with bachelor’s degree) of experience working with people with disabilities on their rights and inclusion in a range of development settings especially supporting monitoring and evaluation, resource mobilization and capacity development.
Required Skills
- Job Knowledge/Technical Expertise
- Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP
