Emerging digital technologies can profoundly improve the lives of those furthest behind. Recognizing this potential, the United Nations Development Programme (UNDP) launched an organization-wide digital transformation in 2019, and since then started global support for countries on their digital transformation as well. This stream of work is led by the Chief Digital Office and guided by our new Digital Strategy 2022-2025.
We are leveraging the power of digital technologies to propel all people forward, starting with digital initiative development, scaling innovation, and communicating this organizational change internally and externally. To achieve this, we need a team that's nimble, passionate, and has the technical skills required to help close the digital divide.
To bring digital around the globe, we need someone who can support the strategic partnership engagement, especially with donors, to grow our work through effective positioning and resource mobilization
Institutional Arrangement:
The incumbent will report to the Head of Digital Policy and Global Partnerships in UNDP’s Chief Digital Office (Executive Office).
Travel:
a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
b) Include any official travel expected to be associated with performing the functions
Duties and Responsibilities
Scope of Work:
The Resource Mobilization Manager will report to the Head of Digital Policy and Global Partnerships in the UNDP Chief Digital Office (CDO). This role will be managing partnerships relevant for the digital space, with a focus on donor relationships, but covers corporate partner or other innovative development financing partners as needed.
The Resource Mobilization Manager is expected to lead the following activities:
- Strategic guidance on resource mobilization for UNDP’s digital development work:
- Lead on the development, implementation, and update of the CDO resource mobilization and donor engagement strategy, building on the existing donor mapping and ongoing engagements
- Set and monitor annual priorities and quarterly objectives and key objectives (OKR) for resource mobilization and donor engagement, and the supporting action plan for achiving the OKRs
- Advise on best practice and channels for resource mobilization for the digital development space, including but not limited to traditional donors, International Financial Institutions (IFIs), Multilateral Development Banks (MDBs), multi-partner funds, foundations, private sector, as well as other innovative financing mechanisms, etc.
- Identify and establish mechanism to engage with priority partners that would be relevant for UNDP’s corporate digital offer, including public and private sector partners at global level
- Proactive and targeted engagement with donor partners:
- Lead on the design and implementation of effective advocacy strategies and methods for strategic targeting of existing and prospect donor partners, in collaboration with CDO comms team and BERA comms team as needed
- Engage in targeted networking to establish connections, leading to the development, mobilization, prioritization and management of partnerships with the purpose of mobilizing resources
- Follow Official Development Assistance (ODA) trends and processes, and cultivating contacts to promote digital development as a emerging area to commit and disburse flows
- Ensure updated donor intelligence, including updating the existing donor mapping with their latest priorities and strategies, regular analysis of donors contributions, as well as proactive outreach for insights
- Build the digital partnership ecosystem globally and actively engage partners through regular check-ins, co-hosting events, co-producing publications, etc.
- Oversee prospective contributions and ongoing donor engagement
- Articulate the UNDP digital offer at a corporate level to engage with specific donors, and advise on how best to present UNDP digital offer for donors
- Lead the development of donor outreach materials, including but not limited to brochures, pitch decks, concept notes,expressions of interest, etc. that arein line with donor/partner criteria and audience needs
- Lead and conduct quality assurance for donor proposals, in collaboration with other CDO team leads or UNDP thematic teams as needed, and incorporate donor feedback in a timely manner
- Formalize relationships as opportunities arise, manage the initiation, preparation and operatoinalization of agreements (such as Memorandum of Understanding, Financing Agreement, Project Document, etc.) to formalize contributions
- Manage donor reporting, in collaboration with implementation project leads, to ensure proper documentation is done and meet donor expectations
- Institutional responsibilities and support:
- Support UNDP’s senior leadership, including the Administrator, BERA director, CDO, etc. in preparing for high-level engagements (panels, speeches, webinars, etc.) with funding partners
- Advise and support regional bureau, country office and GPN teams on their resource mobilization requests when it comes to digital development topics
- Proactive engagement with UNDP’s other units, including programme teams, BERA, legal office, procurement unit, etc. to ensure organizational awareness and coherence
