Job description

The new National Development Plan for Somalia 2020-2024 prioritizes durable solutions to prevent and combat longer time displacement & crisis for an estimated 2.7 million displaced people and 877,000 Somali refugees who live in neighboring countries. The United Nations Development Programme, in collaboration with the stakeholders, has been supporting the governments’ efforts in effective implementation of the National Development Plan. The task of finding ‘durable solutions’ to address these problems is further complicated by a range of ‘political economy’ challenges that affect the situation of displaced persons and undermine the delivery of effective development assistance. These include a well-established network of ‘gatekeepers’ (intermediaries that effectively tax IDPs and the NGOs that provide services to them), the continuing machinations of local clan politics, uncertainty over land ownership claims, weak and fragmented governance structures and the lack of adequate coordination between central, regional and local authorities.
Better management of public and private land is a cornerstone for the sustainable financing for public service delivery towards populations affected by displacement. Working on aspects of land management in cities could unlock resources for service delivery and livelihoods to populations in displacement, and this will be possible if authorities develop tools necessary to manage private and public land efficiently, to generate revenues from the land value increments. In addition, participation of displaced groups in decision making must be ensured to create accountability on the revenue distribution processes and on the redistribution of services to populations that now are excluded from decision making.
Saameynta is a UN joint programme of IOM, UNDP and Un Habitat implemented with Minister of Interior, Federal Affairs and Reconciliation and Minister of Public Works, Housing and Reconstruction to address displacement challenges in an innovative manner in Baidoa and partly in Beletweyne. It seeks to support durable solutions that are affordable and sustainable through addressing specific inter-related systemic blockages, challenges, and opportunities.
Against this backdrop UNDP seeks to recruit a Project Officer to play a role in all aspects of project direction of all project operations, financial resources management, procurement and logistical services, and support to tasks related to advocacy, programming, monitoring and evaluation, and representation.
The Project Officer will undertake her/his duties and responsibilities, under the overall guidance of the UNDP Manager, of the Economic Recovery and Institutional Development portfolio and the direct supervision of Project Coordinator the to whom she/he reports, in close collaboration with the government counterparts, UNDP operations team, programme staff in other Participating UN Organizations (PUNOs), donors, private sector and civil society (CSOs) to ensure the successful implementation of UNDP programme.
Duties and ResponsibilitiesScope of Work1) Ensures the strategic direction of all project operations focusing on achievement of the following results:
• Provide Technical Assistance and oversee the implementation of all work carried out in partnership the government and CSO.
• Compliance of operations with UNDP rules, regulations and policies, implementation of project operational strategies and monitoring achievement of results.
• Establishment of collaborative arrangements with project partners and appropriate operational partnership arrangements.
• Knowledge building and sharing with regards to management and operations of the project.
• Proper project-filing system.
• Timely follow up of routine actions and deadlines.
2) Ensures effective and accurate financial resources management focusing on achievement of the following results:
• Ensure accountability of the use of all project funds.
• Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management.
• Proper planning and expenditures tracking in accordance with UNDP rules and regulations.
• Proper and timely preparation of regular accurate financial reports for UNDP, donors and counterparts.
• Ensure strict and consistent application of UNDP rules and regulations
3) Ensures provision of high-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
• Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
• Organization of trainings for the operations/ projects staff on programme issues.
4) Ensures efficient procurement and logistical services management focusing on achievement of the following results:
• Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP procurement unit.
• Management of contracts and contractors and legal implications in accordance with UNDP rules and regulations.
• Proper management of project assets, facilities and logistical services.
• Planning, organization and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.
5) Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:
• Prepare Annual Work Plans and reports in alignment with the Annual Work Plan and regional priorities
• Ensure the achievement of outputs in line with the approved work plan through day-to-day planning, management, coordination and implementation of activities, as per UNDP financial and procurement procedures
• Undertake regular monitoring visits to project sites and supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes.
• Assists in promoting dialogue and good practice among different stakeholders.
• Assists the Project Coordinator in the preparation of narrative reports as well as in the planning and revision of project workplans.
• Carry out any other relevant duties as requested.
Institutional Arrangement
The Incumbent will report directly to the UNDP Project Coordinator.

Experience:
• Minimum of 2 years in Livelihoods and Economic Empowerment work experience with advanced university degree (masters) or 4 years’ experience with first level university degree
Required skills: • Demonstrated effectiveness in a project management role.
• More than 2 years’ experience in strategic direction of project operations.
• More than 2 years’ experience in financial resources management
• Experience in providing advisory services and facilitating knowledge building
