 This position will strengthen UNDP’s presence in operational areas in key regions of Somalia affected by the drought and conflict crises. The post holder will provide advisory and technical support to the UNDP Somalia CO Senior Management on UNDP crisis positioning in the specific geographical area of deployment; she/he will liaise with the humanitarian community, FMS line ministries and regional and district authorities in terms of drought and crisis response; advocate for interagency collaboration across the humanitarian, development, peace pillars and for recovery process and resilience building. Based on a constant context and conflict analysis, she/he will explore and advise on potential for longer term development plans linking humanitarian with development activities
 Duties and Responsibilities

Scope of Work 

Summary of key functions/expected results:

Under the supervision of the Senior Crisis Coordinator, the Field Coordinator will:

•             Maintain good harmony, close relations and coordination with regional and local authorities, UN agencies and other stakeholders.

•             Ensure the establishment of partnerships with humanitarian development and peace actors to plan and evaluate complex humanitarian and emergency assistance programmes. 

•             Represent UNDP in sectoral coordination meetings; attend and actively participate in local and regional coordination mechanisms and promote the sharing of knowledge & data and across humanitarian, development and peace stakeholders including gender-related considerations with a view to identify potential areas of collaboration.

•             Facilitate government (regional and local authorities), private sector and civil society engagement with existing coordination structures and ensure that UNDP is well placed to play the integrator role between responders and government authorities. 

•             Analyze needs for capacity building activities for regional and local authorities in relation to specific aspects of UNDP planned and ongoing programming across all portfolios.

•             Identifies and facilitate trainings for regional and local authorities and humanitarian agencies in the areas of Stabilization, HDP Nexus and Durable Solutions.

•             Actively prepares and assists in training activities with the aim of improving understanding of UNDP Stabilization approach, HDP Nexus and Durable Solutions

•             Collect information and data to inform the HDP Nexus programming and for scaling up solutions to build resilience against climatic disasters.     

•             Participate in interagency field missions and engage as much as possible with IDPs and host communities to test the pulse of social relations and explore preferences in relation to Durable Solutions.

•             In collaboration with regional and local authorities and key UN agencies partners, private sector and civil society explore potential for Development Solutions for displacement affected communities that respond to UNDP standards and visions.

•             Advocate for the need to shift, where possible, toward longer term climate-sensitive resilience and development programming that strengthens local systems and accountabilities in close collaboration with local authorities and local communities.

•             As required, facilitate and contribute to further joint context and conflict analysis to generate shared understanding of needs, risks and vulnerabilities, their root causes, entry points geared for conflict prevention and mitigation.

•             As required, attend and share context/conflict analyses to inform UNDP portfolios or project learning and promoting evidence-based adaptations. 

•             Prepare and share bi-weekly sitreps focusing on context and conflict trends, UNDP operational issues on ongoing projects, meetings had with authorities and humanitarian partners, and advise on ways forward to strengthen UNDP’s role and presence in the region/state.

•             Maintain a constant (weekly and/or ad hoc communication with the Senior Crisis Coordinator) 

•             Propose needs for Senior Coordinator and/or UNDP Senior Management missions to the region/state based on context analysis and potentials for expanded programming and government support.

•             Would be required to provide interpretation and translation facilities if required at meetings and trainings

•             Monitor and analyse media and other reports, in relation to the latest developments on humanitarian, climate change and policy issues which may affect planning for HDP Nexus and Durable Solutions

•             Perform any other duties as needed.

 

The execution of the incumbent’s tasks is expected to have a number of positive impacts, including, but not necessarily limited to, the following:

•             Ensuring UNDP is recognized as a valuable member of the crisis response community.

•             Build UNDP role in the HDP Nexus, Durable Solutions and Stabilization areas of work.

•             Relations with Government line ministries and other regional and local authorities including regional Governor and Mayor are strengthened and more efficient.

•             Strengthen and build relations with key UN agencies.

•             Areas for expanded collaboration with Government and key UN agencies on specific programmatic areas are identified and proposed.

•             Remain abreast with context and conflict risks as they affect UNDP response in specific geographical areas.
