November to December 2022

Background

arche noVa (AN) is a German NGO (www.arche-nova.org) working in humanitarian aid, development and emergency context in 14 countries all over the world, since 1992. AN expertise is in WASH sector and support of livelihoods with a wide range of activities to support local communities: construction and rehabilitation of sustainable water structures, installation of filtering systems to improve water quality, hygiene promotion, latrine construction/rehabilitation, promotion of alternative livelihoods and climate-smart agriculture, capacity building of target communities and Community Managed Disaster Risk Reduction initiatives among others.

Since 2008, arche noVa has consolidated its presence in the East African region through a Coordination Development Office which supports activities in Kenya, Somalia, Ethiopia, Uganda, Somaliland and Sudan.

In Somalia, arche noVa operates in South Central, in collaboration with Action for Social and Economic Progress (ASEP) since 2012.

ASEP is a local partner with a vast experience in humanitarian emergency and development and initiatives in Gedo Region (www.asepsomalia.org).

With funding from International Climate Initiative (IKI) - Germany Federal Ministry for Environment, Nature Conservation and Nuclear Safety” BMUV, ASEP is implementing a 2 years project in partnership with arche noVa in Belet Xaawa, Luuq and Garbaharey districts in Gedo Region starting from 1st August 2022 to 31st July 2024. A baseline survey is required to establish the benchmarks (baseline values) as per the project proposal logical framework indicators and activities. This is to provide information on pre- intervention situation for comparison in assessing project performance and progress at the end of the project. The baseline survey will be undertaken by an external consultant in line with OECD/DAC standards.

Objectives

The project is targeting the most vulnerable groups composed of newly displaced people by the floods and droughts, existing IDPs located in Belet Xaawa town, host communities, small-scale farmers in riverine communities, and pastoralist villages in remote areas in Luuq and Garbaharey. Priority is given to women, youth and PWDs.

The community is at the centre of the proposed project and an important stakeholder. Community involvement started during the initial designing of the project during needs assessment conducted in April 2021 prior to the proposal development. A detailed baseline survey to determine the correct baseline values for the project activities and indicators is required in the 1st 3 months of the project and will be reported in the interim project report. Additionally, the baseline survey will include a gender analysis with a separate specific report on it provided.

The key project outputs are (see more details on annexed project proposal):

Output I: Target groups are equipped with resilience strategies and response plans to cope with climate change shocks and stress.

  • Outcome indicator 1 targets a total of 2,000 beneficiaries who will benefit from climate smart agriculture technologies.

Output II: Target groups have diversified livelihood options/strategies to cope with the impacts of covid-19 and climate change shocks

  • Outcome indicator 2 targets 105 people, the members of the 7 communities who will receive training to increase their knowledge in DRR.

Output III: Target groups have increased access to water and knowledge on climate change adaptation and mitigation strategies.

  • Outcome indicator 3 and 4 target 7,912 beneficiaries for increased access to water and knowledge on environmental management.

The project will directly benefit 11,328 community members including 2,710 men, 1,967 women 3,807 boys 2,522 girls and 322 Persons with Disabilities (PWD) and indirectly reach 143,066 people living within the project’s target locations. The indirect beneficiaries 143,066 people include members from communities neighboring the target villages who will use the structures and benefit from the services.

Scope

The Consultant is to design and conduct the baseline survey and set out the benchmarks according to project’s activities, outputs and outcome indicators considering regional variations and integration across themes. To ensure that the project is inclusive during eeeeselection, gender and clan dynamics will be considered respecting the diversity in Somalia context, this will ensure seamless implementation of activities, fairness, and elimination of the possibility of conflicts coming from clan politics.

The consultant will also assess gender and clan dynamics, analyse and provide detailed separate reports on both gender and clan dynamics analysis alongside the main baseline report.

The Consultant will present the key baseline survey findings jointly to ASEP, arche noVa and other relevant stakeholders during the survey process in and out of the field.

The key process will include the following:

  • Review of key documents by the consultant including; the baseline ToR, project proposal, logical framework, work plan and any other relevant documents.
  • Designing the baseline survey
  • Produce an inception report with a detailed work plan and methodology to be used in both quantitative household survey and qualitative survey.
  • Provide a description of how data will be collected including the sampling frame, data sources, analysis plan and provide data collection tools (questionnaires, FGD, KII, Observation guides etc). To be done prior to the actual assignment in the field.
  • Develop a detailed work plan for the baseline and gender analysis survey in and out of the field.
  • Prepare an evaluation matrix in-line with the project’s Logical framework.
  • Conduct training (including data protection and research ethics) for the enumerators and supervisors.
  • Conduct field data collection with trained field teams, compile and analyze data accordingly.
  • Present and discuss key baseline survey findings jointly with ASEP and arche noVa immediately after data collection and analysis.
  • Conduct final presentation with ASEP, arche noVa and key stakeholders capturing main findings (validation workshop).
  • Produce final baseline report with baseline values and other annexes (i.e. raw dataset, data collection tools, fieldwork plan, evaluation matrix, photos, ToRs). The baseline reports should be a maximum of 40 pages excluding the annexes.
  • A separate gender analysis report should be provided (maximum 25 pages excluding annexes.
  • A separate clan dynamics analysis report should be provided ( maximum 25 pages excluding annexes)

Methodology.

Both quantitative and qualitative data collection methods will be used in undertaking the baseline and gender analysis survey. This will include a household questionnaire in target locations, KII, FGD and observation checklists to in-depth issues and to triangulate data collected at household level. All the baseline survey tools should be developed and approved by ASEP and arche noVa with the consultant prior to the field work.

The consultant is expected to travel to Somalia Gedo Region during the whole survey process. He/she should have a clear understanding of the area, be able to access the proposed project locations and aware of all the community and clan dynamics including security in the areas of operation.

Raw baseline survey data sets, power point presentations of key findings and detailed reports as specified above will be submitted to ASEP and arche noVa by the consultant within set timelines.

Team composition (expertise required)

A multi-disciplinary team/firms with good knowledge on project management, MEAL, social and conflict/clan dynamics, gender analysis, evidence-based/impact programming are preferred. A lead consultant with support of relevant team as the focal person for the assignment to ASEP and arche noVa is required.

Preference is made on Somali Nationals or Kenyan/diaspora Somalis who can speak the local language, have access to the locations and have a good understanding of community and security dynamics in Somalia, other applying must clearly demonstrate such.

 

Skills and qualifications

Reporting Requirements.

Detailed final baseline survey, clan and gender analysis reports should be submitted to ASEP and arche noVa within set timelines. The baseline and gender analysis reports shall not exceed 40 pages and 25pages excluding the annexes respectively.

All baseline survey and gender analysis data sets, photos, power points with key findings and relevant annexes (community groups met, gender composition etc) should be submitted to ASEP and arche noVa at the end of the assignment.

The report structure and format should include but not limited to:

  • Title and Opening pages (Name of the project, time frame of the survey and date of the report, project location (districts and country), AN, ASEP, donor’s and the Consultant’s logo, Eye catching relevant pictures).
  • Acknowledgments
  • Table of contents-including boxes, figures, tables, and annexes with page references.
  • List of acronyms and abbreviations

Executive Summary - independent and self-explanatory document

Introduction (Background (about the project, survey Objectives, study locations and target population, study design and sampling methodology with sample size, Data collection tools and techniques, data quality assurance, research ethics)

  • Survey limitations with clear explanation on how they were resolved.
  • Findings and discussions with clear baseline values
  • Conclusions Recommendations References
  • Report Annexes ( include data collection tools, list of people consulted and photos with signed Consent, design matrix, raw dataset, fieldnotes, Fieldwork plan etc.

All applications received within the deadline will be evaluated based on the following evaluation criteria: Technical proposal including previous work (60%) and Financial proposal (40%).
