Background/Project Description
Climate change significantly impacts Somalia with rising temperatures, changing rainfall patterns, and more
frequent extreme weather events like floods and droughts. These changes threaten urban areas and nearby
communities, leading to long-term social and economic consequences. The lack of adequate adaptation
strategies and climate-resilient infrastructure exacerbates these issues.
Somalia's rapid urbanization, with 45% of the population living in urban areas and Mogadishu alone hosting
10%, faces challenges such as unplanned growth, weak infrastructure, and high climate risk exposure.
Urban areas contribute 75% of Somalia's GDP, making them crucial yet vulnerable to climate impacts.
Somalia is the second most susceptible country globally to climate change, with a projected 128% increase
in climate-induced disasters, including urban floods.
To address these challenges, a proposed project aims to introduce an integrated adaptation approach using
Nature-based Solutions (NbS). This approach will enhance urban systems' resilience and improve
vulnerable communities' adaptive capacity. The project will focus on restoring ecosystems, working with
urban and peri-urban communities, local authorities, and the private sector to promote sustainable practices.
It will also develop strategies and policies for urban planning and NbS, supported by innovative finance
mechanisms to encourage private sector investment and job creation.

Theconsultantwillberequiredtodeliverthefollowingtasks:
The Objective of this consultancy is to carry out the necessary survey work, assessments, consultations,
and other data collection and contribute to the development of the full-sized GEF project document. The
Technical Facilitator and Supervisor on Urban Resilience and Nature-based Solutions will work closely with
the UNDP/RCC team, PPG Team Leader, Urban Resilience Expert, and PPG team members and will
provide the data and information from the ground, findings of the consultations with urban institutions and

stakeholders, and the government, and results from various on-site assessments.

Extensive Technical Expertise: Brings over 8 years of proven experience in NbS infrastructure planning
and urban resilience, with a strong focus on: Nature-based solutions (NbS), Urban flood protection
strategies, Green business development, Climate-resilient infrastructure planning
Facilitation and Stakeholder Engagement: Skilled in organizing and facilitating technical consultations,
workshops, and meetings with local municipalities, mayors, and community representatives across Somalia.
Experienced in building consensus and fostering collaboration among diverse stakeholders to support
sustainable urban development initiatives.
Assessment and Implementation Support: Adept at coordinating and supporting the implementation of
NbS infrastructure assessments, including data collection, fieldwork planning, and technical reporting.
Capable of guiding local authorities and partners through the assessment process, ensuring alignment with
national and international standards.
Project Design and Documentation: Demonstrated ability to prepare high-quality project proposals and
technical documents, particularly for UNDP and GEF-funded initiatives. Proficient in project formulation,
logical framework development, and results-based management.
*4. Multilingual Communication: Fluent in both English and Somali, with strong written and verbal
communication skills tailored to technical and community-level audiences
