Background on AYODA
African Youth Development Association (AYODA) was founded as a Non-Governmental Organization in January 1st 2003, by a group of youth in Borama Awdal region Somaliland. AYODA works in collaboration with the Somaliland government, UN, international agencies, and local organizations. AYODA believes that the communities can create sustainable solutions for the problem that they encounter.
AYODA has been implementing UNICEF’s WASH activities since 2014 and has successfully completed all deliverables in all projects. AYODA has competent staff that was trained by UNICEF, cooperation with Ministry of Water and Ministry of Health on all activities related to water, sanitation and hygiene. Similarly AYODA has implemented WASH activities in these locations and has good knowledge of the local context as well as good relations with local governance authorities. The partner will also be able to provide significant contribution to this partnership program which is to be implemented as part of UNICEF’s L2 emergency response program.
AYODA is looking for professionally confident, self-motivated, experienced and committed team player to fill the Construction Engineer Positions in Awdal and Togdher, Somaliland.
Position Profile:
The Engineer is responsible for all activities associated to the site maintenance and improvement works, in Emergency sanitation and hygiene interventions in Awdal and Togdheer region as prevention for spread of COVID-19 and AWD/Cholera outbreak in hotspot areas of Somaliland, under the direct supervision of Project manager while ensuring smooth implementation of AYODA Project in the respective areas and adherence to all AYODA policies and procedures in executing the work.
This includes but not limited to preparing BoQs, working with AYODA’s logistics department in the procurement of items needed for project implementation, mobilizing, training and supervising skilled and unskilled labours, dealing with contractors, involving and consulting communities prior to any construction works and ensuring that the needs of vulnerable groups and people with specific needs are taking into account and addressed during the Wash Project activities
Duties and Responsibilities:
FUNCTIONS
Construction and site maintenance
- Ensure the quality and standards of civil & water works such as latrine & handwashing facilities construction per the specification and technical drawings provided.
- Provide technical support to construction contractor company in reviewing drawings/designs, specifications and BoQs.
- Review bid documents, and engineering cost estimations and adapt it to site specific setting.
- Collect the required engineering data’s, analyze, design and implement according to the camp standard and per the agreement with partners and the government.
- Provide on-job refresher technical trainings for construction company.
- Oversee and administer contracts through proper application of government civil work standards, manuals and emergency sphere and other relevant standards considered during facility design.
- Conduct day to day site supervision and verification of takeoff sheets,
- Collaborate and work with other partners’ staffs including relevant agencies, UNICEF, Ministry of Health Development (MoHD), Ministry of Water Development (MoWD), and National Displacement and Refugee Agency (NDRA) & others in order to implement the project activities efficiently and effectively within agreed time frame.
- Develop construction activities schedule, ensure close follow up of activities implementation, and attain the project milestones.
- Plan and organize WASH NFIs procurement, transportation and distribution to the IDPs in coordination with response manager.
- Plan, Design and implement pipeline extension works from the existing water supply network to the IDPs camp.
- Plan, design and implement WASH education for IDPs on communal sanitation, hygiene and environmental safety aspects of the camp setting.
- Conduct regular site visit and support contractor to ensure the use of appropriate construction materials, such as good quality sand, gravel, iron sheet, cement, water, reinforcing bars, concrete, wood, and so on according to bill of quantity, hire appropriate number of qualified construction workers, and provide good working conditions for them.
- Provide regular progress update to Project Technical Manager on construction works
- Facilitate contract agreement with local contractor for construction emergency latrine.
- Organize construction materials procurement locally as an option and flag –up any cost related inflations as it happens and propose mitigation measures.
- Ensure WASH Project activities related constructions are implemented in accordance with government and donor requirements and as per the quality standard and agreed detail implementation plan;
- Handles other duties assigned by the immediate WASH Manager;
Partner coordination and Service Delivery Monitoring
- Conduct regular service and infrastructure monitoring for the sites in close cooperation with the community structures in the sites
- Timely report to the line Manager any gaps and duplication in the service delivery and any site upgrading/maintenance intervention needed
- Attend cluster and other coordination meetings
Community liaison, mobilization, and accountability
- Leading in the creation or strengthening of Site maintenance committees so that the appointment of committee members is done in a transparent and inclusive way and that ToR are created in a participatory manner and agreed upon all stakeholders
- Train the committee members & coaching them through organization of regular meetings was well as daily supervision
- In cooperation with the other team members, consult community members and particular community governance structures prior to implement site improvements and maintenance works
- Cooperate with the other team`s members to create a skill database of the residents in the site, particularly in regards to construction and specialized works (such as Construction of Emergency latrines etc)
- Liaising with other team members for complaints and feedbacks related to site maintenance and infrastructure
- Support training and coaching of other camp committees, partner agencies and site team on WASH and WASH related topics, as requested by the line manager
Protection mainstreaming
- Considering gender, protection, and GBV concerns in all aspects of activities
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, AYODA staff, partner agencies, casual labours)
- Supporting and promoting participation of women, youth, people with specific needs and marginalized groups in camp WASH Activities
- Referring to and following up with protection partners on identification and addressing of cases of vulnerability within the camp found during daily activities
- Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary
- Consult the community prior to conduct any site maintenance work so that the activities are implemented in a participatory manner, with active involvement of community members, particularly vulnerable groups and people with specific need
- Ensuring that all site maintenance and construction interventions are carried out through a vulnerability lens and whenever site maintenance activities are implemented, always consider accessibility to infrastructure and inclusion of people with specific needs
Project management and reporting
- Planning, Implementing and Reporting
- Supporting the line manager in devising weekly and long-term work plans for the project implementation activities
- Attending regular staff coordination meetings
- Excellent liaison with other Site Team Members, ensuring consistency and coordination of activities in the site
- Timely reporting on problems and challenges in the site to the line Manager
- Timely reporting on security and safety incidents, including fire, evictions, floods and any possible security hazards in the site to Line Manager
- Timely submission of weekly report or other reports as requested by the line manager
Transparency and Compliance
- Ensuring compliance to AYODA internal procedures and donor procedures
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
Skills and qualifications
- A Bachelor’s degree in degree in civil engineering/ relevant field of study.
- Minimum 3 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
- Technical skills such as using AutoCAD, ArcGIS, ODK and Microsoft Office.
- Experience in community services, women empowerment, youth activities, protection, distribution or registration.
- Experience in working with national partners, local/government authorities.
- Experience working in an IDP camp setting
Technical skills
- Completion of university degree in civil engineering/geology urban planning or engineering
- Minimum 3 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
- Technical skills such as using AutoCAD, ArcGIS, ODK and Microsoft Office.
- Experience in community services, women empowerment, youth activities, protection, distribution or registration.
- Experience in working with national partners, local/government authorities, and UN organizations.
- Experience working in an IDP camp setting

- Experience in WASH, including Introduction to WASH Training.
- Preferable experience operating in a refugee/IDP camp environment.
- Knowledge of logistics and procurement processes.
