Description of the organization and its activities

Action for Social and Economic Progress (ASEP) is a Somali NGO (Registration No: 0304-A/2017) active in Somalia for over 20 years. The organization’s main sectors of intervention are WASH, livelihood, peace & governance in Jubaland and Gedo region.

Information about the project

The organization is currently Implementing an anticipatory Emergency WASH project funded by the Somali Humanitarian Fund (SHF) titled “Improving access to lifesaving WASH services for anticipated flood-affected vulnerable populations in Luuq district, Gedo Region.”.

The project aims to improve access to lifesaving WASH services for anticipated flood-affected vulnerable populations in the Luuq district, Gedo Region. The project is expected to run for 8 months between 25 Mar 2024 to 24 Nov 2024. Its  WASH activities will focus on both immediate and sustainable WASH intervention and will benefit 15,000 flood-affected people (5,974 women, 3,120 girls, 3,891 men, and 2,015 boys) in 7 IDP camps/settlements in Luuq district.

ASEP is inviting qualified Contractors to submit their Quotes for the activities below

The specifications of the aforementioned activities are included in Annex 1 (Bill of Quantities) of this Call for Tenders.

The contractor is invited to present an offer complying with the requirements here below:

Offer Presentation

●        The offer shall be delivered in a sealed envelope to either of the following addresses 

                                               i.                      ASEP Mogadishu Office - Citylights building, Sayidka Street, Howlwadaag - Mogadishu, Somalia

                                             ii.                      ASEP Luuq office -Luuq Town

●        The offer shall be written in English.

●        The envelope must state the following information:

●        Name and address of the company

●        Reference to the tender procedure

●        Address to which the offer is being submitted 

●         The quoted amount should be valid until 3 months after the deadline

0.                   General Conditions

●        The offer shall be handwritten and signed on each page by a representative from the Contractor.

●        The Contractor might be requested to provide pictures, technical descriptions, and/or samples of items

●        The prices of the offer will be expressed in USD. The prices must be on a unit price basis as well as by totals. 

●        The prices will be considered fixed. No additional charge of whatsoever nature and type will be accepted by ASEP.

●        ASEP reserves the right to divide the contract into lots and award the lots to various bidders.

●        Terms of Payment: The payment will be done in dollars through Cheque upon presentation of a commercial invoice. The payments will be made within 15 days.

0.                  Opening Bids Procedures

The ceremony of opening the bids will be held on 27th May 2024 at 10:00 am in a virtual meeting managed by ASEP Procurement committee and if the bidder does not receive written

confirmation, the offer has then not been considered as successful.

0.                  Offers’ evaluation

ASEP will evaluate the offers on the basis of the following criteria:

●        Price

●        Implementation Period

●        Compliance with quality recognised quality standards including Somali WASH cluster standards

Any bidder not complying with the tender procedures will be disqualified.

0.                  Cancellation of Tender 

Under no circumstances, ASEP will be reliable for damages whatsoever their nature, in particular damages for loss of profit; or in relationship to the cancellation of this tender, even if ASEP has been advised of the possibility of damages.
