  1. Government of Somaliland has received financing from the World Bank towards the cost of Civil Service Strengthening Project-(CSSP) being implemented by the Civil Service Commission and intends to apply part of the proceeds for consulting services of designing, supplying and installation of Human Resource Management Information System (HRMIS).
  2. The Civil Service Commission now invites sealed Bids from eligible Bidders for designing, supplying and installation of Human Resource Management Information System (HRMIS) at Civil Service Commission.
  3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”

(July 2016, Revised in November 2017, August 2018 and November 2020) , and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. Bidder’s Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The average Annual Turnover in the last three years (2019, 2020, 2021) to be not less than USD 1,000,000 (One Million United States Dollars only); and the execution of a minimum of three (3) similar contracts to developing countries in the past seven years. In the case of a Joint Venture, the financial figures for each partner shall be added together to determine the Bidder’s compliance with the minimum qualification criteria for financial and technical capability.

  1. Bidder’s Experience and Technical Capacity
  • The Bidder must have relevant experience for the establishment and developing human resources systems and must have supplied similar ICT equipment preferably in a context like Somaliland, which included system development, supply of ICT equipment, installation, and support as a prime supplier, JV member, or subcontractor for at least seven (7) years prior to the bid submission deadline.
  • During the past seven (7) years, the Bidder must have completed at least three (3) successful contracts as a prime supplier, JV member, or sub-contractor, each with a value of at least USD 500,000 involving similar HRMIS development, supply of ICT equipment, installation, and support and of a comparable scale. The successfully completed similar contracts shall be documented by a copy of an operational acceptance certificate (or equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s).
  • Experience and technical capability: In case of a JV, each partner must by itself have completed at least 1 (one) successful contract during the past seven (7) years involving the exercise of the skills for which it has been included in the Joint Venture, preferably similar experience of system development, supply of ICT equipment, installation, and support of a comparable scale.
  • Failure to comply with the above requirements in bullet point (i, ii and iii) shall result in rejection of the JV’s bid or single bidder. Subcontractors’ experience and resources shall not be taken into consideration.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee1 of $ 50. The method of payment will be by Check/Electronic. The document will be sent by Email and in case the bidding documents are sent by a courier, the bidders will pay for the courier charges.
  3. Bids must be delivered to the address below on or before June 12, 2022 at 3:00pm local time. Electronic Bidding is Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on June 12, 2022 at 3:00pm local time.
