1. Background

African Youth Development Association (AYODA) was founded as a Non-Governmental Organization in January 2003, by a group of ambitious youth in Borama, Awdal region in Somaliland. AYODA is fully registered with the Attorney General and Ministry of National Planning and Development. AYODA’s activities are multi-sectorial and integrate relief and development. Over the past seventeen years, AYODA has built a niche in youth and women empowerment, education, WASH. Community health, emergency, Livelihood and environmental protection. AYODA works in collaboration with the Somaliland government, international development, local organizations,   civil societies, as well as communities at large. AYODA has a wide mandate for programming and operationalization. Clarification of its mandate is based on what is provided for in its constitution and the current legal context in Somaliland.

Construction of 65 segregated emergency latrines for target IDP’s in Awdal, Lughaya district & Togdher, Odwiene district as per the specification in the BoQ & Design.

1. Introduction

Africa Youth Development Association (AYODA) has been operating effectively in Somaliland for the last 19 years with the cooperation of UN, INGOs, LNGOs, Government authorities and communities. AYODA’s head office is located in Borama Sheikh Osman West of Rays Hotel and its sub-office is located in Hargeisa Jigiga Yar North of Gabllea garage. AYODA has sufficient experienced human resource in both program and financial management, AYODA has experienced professionals about designing and implementation of different projects from Emergency to development programs All AYODA’s staff hails from within Somaliland.

AYODA has been implementing UNICEF’s WASH activities since 2014 and has successfully completed all deliverables in all projects. The organization has competent staff that was trained by UNICEF, Ministry of Water and Ministry of Health on all activities related to water, sanitation and hygiene. AYODA in partnership with UNICEF and Ministry of Water Development has been engaging & implementing different WASH programs in all regions of Somaliland effectively and it has good knowledge of the local context as well as good relations with local communities, governance authorities and humanitarian and development agencies.  The partner will also be able to provide significant contribution to this partnership program which is to be implemented as part of UNICEF’s L2 emergency response program.

AYODA invites bids for the provision of the following service:

1. Tender Background

Emergency sanitation and hygiene interventions in Awdal and Togdheer region as prevention for spread of COVID-19 and AWD/Cholera outbreak in hotspot areas of Somaliland.

Communities in Awdal and Togdheer IDPs and their surrounding areas suffer from lack of sufficient support and WASH services are direly needed for improvement of the situation. There are no enough latrines in the IDPs and people continue practicing open defecation which poses risk faecalis oral diseases outbreak that can result to AWD/Cholera. Lack of social mobilization and hygiene and sanitation promotion is also a key factor in exposing these IDP communities and their surrounding villages to the same diseases.

Quotations must be submitted in two sealed envelopes, one original Technical, one original Financial Separately, bearing an official company seal, and clearly marked by the “bidders’ name, address, and the tender reference number and title as stated above. Quotation document must be submitted at AYODA Head Office in Borama Awdal region, on 18 October, 2022 on or before 2: 00 PM.

AYODA Procurement Committee will open tender responses on 25th October, 2022 at 10: Am at AYODA head office. AYODA reserves the right to accept or reject this bid, in partial, or in its entirety.
