Policy Advocacy, Research, and Multi-Stakeholder Dialogue in Somaliland
About CEF
The Civic Engagement Facility (CEF), supported by Denmark, Sweden and the Netherlands, aims to expand civic
space, amplify Somali civic voices, and catalyse collective action. It does so by facilitating greater collaboration
among public institutions, civil society, and the private sector around issues that matter to Somali
communities. Through catalytic funding, CEF supports initiatives that strengthen civic networks, promote
inclusive and innovative channels for civic engagement, and facilitate constructive dialogue between citizens
and decision makers.
About this Opportunity
Strong policy depends on credible evidence, inclusive dialogue, and meaningful engagement. CEF is inviting
Concept Notes for innovative approaches that strengthen the role of and collaboration among Somalilandbased think tanks, universities, and research institutions in contributing to informed policy research and
dialogue on governance, peace, and stability. The opportunity supports initiatives that connect research,
dialogue, and policy development processes to strengthen cooperation between research institutions,
decision-makers, and civic actors, and the channels for research institutions and civic actors to provide input in
decision and policy making processes.
Purpose of Funding Opportunity
CEF is seeking innovative ideas that:
• Generate credible, relevant, and accessible evidence and policy analysis.
• Facilitate inclusive and structured dialogue among research institutions, civic actors, public
authorities, and other stakeholders.
• Strengthen the translation of research and dialogue into policy-relevant insights.
• Promote broad participation, including women, youth, marginalized groups, and communities beyond
major urban centres.
• Improve communication and uptake of research to support more informed public policy discussions.
• Build strong foundations for research institutions to jointly produce evidence and convene decision
makers around these insights.
